On December 23th, the construction launching ceremony of major national scientific and technological infrastructure during the period of the Twelfth Five-year Plan, High Intensity heavy-ion Accelerator Facility (HIAF), has been held successfully in Huizhou, Guangdong province. About 90 people presented the meeting, including Academicians of Chinese Academy of Sciences: Academician Shen Wenqing, Academician Zhang HuanqiaoAcademician Zhao Guangda, Academician Zhang Zhaoxi, Academician Zhang Weiyan, Academician Ma Yugang, other experts and scholars, representatives from relevant functional departments and government of Guangdong Provincial Government and People’s Government of Huizhou City and core members of HIAF project team.  

    The meeting was hosted by Zhao Hongwei, Communist Party secretary of Institute of Modern Physics, Chinese Academy of Science. Xu Hushan, director of Institute of Modern Physics, Chinese Academy of Science, made an address first of all: Appreciate the permanent support to HIAF from National Development and Reform Commission, Chinese Academy of Sciences, fellow experts, distinguished guests and colleagues presented, and warmly welcomed all relevant units to actively participate in the construction. Institute of Modern Physics, Chinese Academy of Science, as juridical entity, will make full efforts to ensure the smooth implementation of HIAF, and take an active part in constructing Guangdong-Hongkong-Macao Greater Bay Area International Innovation Center, Pearl River Delta Comprehensive National Science Center and laboratory of Guangdong province, as well as make a due contribution in local economic construction of Guangdong province and Innovation-oriented country development strategy.

    Hu Jianbin, member of the Standing Committee of Huizhou and Senior Vice-Mayor of Huizhou, said that HIAF and CiADS, the construction projects of CAS, are not only specific tasks for Huizhou to carry out major national scientific and technological infrastructure with the nation, but also urgent needs for Huizhou to enhance regional independent innovation capacity and speed up industrial transformation and upgrading. Huizhou will do it best to ensure the service and guarantee of HIAF’s construction to ensure the completion and operation of the project as scheduled. Meanwhile, vigorous efforts will be made to promote the transformation and application of research achievements of HIAF.

    Li Fei, Chief of Innovation and Development Division, Guangdong Provincial Development and Reform Commission, said efforts will strive to provide a good construction site, experimental site and supporting living conditions for device construction, operation, application fields extending and industrial connection of HIAF. At the same time, it is hoped that more major national scientific and technological infrastructures will be settled in Guangdong province, which can provide stronger impetus for Guangdong province to participate in the construction of Guangdong-Hongkong-Macao Greater Bay Area International Innovation Center.

    Xiao Guoqing, manager of HIAF, gave the HIAF progress report. Academician Shen Wenqing, director of Science and Technology Committee of HIAF, read out the approval document of HIAF preliminary estimate and announced that HIAF officially started construction.

    The construction period of HIAF is 7 years. The total investment of the preliminary estimate approved by the National Development and Reform Commission is 1.671 billion RMB, and the local provincial and municipal governments have a total supporting fund of 2.354 billion RMB for HIAF and CiADS. The site formation works of supporting facilities has been officially launched in September. HIAF’s main scientific goal is to learn the effective interaction in the nucleus and comprehend the sources of the heavy elements in the universe. It will build an integrated scientific research facility of heavy-ion subject which integrates high-intensity superconduction ion source, high-intensity superconducting ion linac, intensifier ring and other the most advanced technologies in the field, has advanced beam index, mainly focuses on nuclear physics and atomic physics and covers multidisciplinary usages. It provides an internationally leading experimental platform for basic research of nuclear physics and nuclear astrophysics, atomic physics and heavy-ion beam application. HIAF enables the overall level of China's basic nuclear physics research on nuclei to come to the internationally advanced ranks.
